anyone knows any specific bar or club for tourist people to hangup for casual sex ?

You can try most of the bars in the "better" hotels.....Kras, Victoria, Barbizon, Marriott.
Please note YMMV. It will totally depend on how old you are, how you look and how you act and your ability to buy a few drinks.
If you are a tourist forget about hitting up Dutch girls. Most have seen and heard it all <grin>.
