I'm actually not a huge fan of tolerance. Something that you neighbour tolerates it's probably not what you can/could/might tolerate. If a discussion becomes a conspiracy to commit a crime, then it's a crime. But any discussion that doesn't in itself constitute a crime should not be banned.
