The term " Double Dutch" is an American activity (game) you play with two ropes. It's like jumping rope, but you use two ropes. Two people hold the ends of the ropes and both ropes are turned together. A third person attempts to jump over the ropes without getting tangled. It's usually played in the inner cities.

There's also the term 'Going Dutch' to mean splitting the bill (cheque) at the end of a meal, often between two persons who are getting to know each other.
Dunno the etymology, but Doubly Dutch (as you describe it) seems to be a kind of variation on this.
If in doubt ask a girl how much for a DoublyDutch, and see what you get.
