License plate trace

My car, that I borrowed from my friend, got hit-and-run and i've got the license plate of the fucker and the police won't do anything. Does anyone know how I can go about tracing a NL license plate? I just need the persons name and email address/phone

Turn it over to your insurance company.
If you don't have insurance, turn it over to his (your friend).
You aren't likely to get very far on your own.
An individual inquiry regarding auto registration is going to be turned down.
Without insurance, you could pursue it through a lawyer, but that is going to be very expensive.
