Can anyone explain why I have pms to another site user stuck in the outbox ?

A PM still in the outbox just means the recipient has not seen the message yet.

Most likely the person receiving the message don't want to read it lol.

Some other reasons a user may not have seen a PM:
  • user's inbox is full
  • newly registered user without ability (yet) to send/receive PMs
  • inactive / disabled account
