I went one time in late January and early February. The airfare and hotel room prices were low. The weather is pretty crummy at that time of year in the Netherlands.

Though it must be said, it's often rainy in the Netherlands. February is the month with the lowest average rainfall, but even if it's not "raining", it could be hailing, or snowing, or....
Regardless, rain shouldn't deter you from heading over.
The point is that if you've ever been to the Dam, you know how quickly climate/weather patterns pass over....it's interesting that one minute you could be basking in sunshine in your shirtsleeves, the next, ducking for cover amidst gobstopper-size hail pellets!
Surely, the lowest prices on airfare from the US are during winter and early spring/late fall.

Depends.
If you want fantastic weather then May-September. If it's just RLD and coffee shops then anytime you can get a cheap fare. Jan and Feb always have ridiculously cheap fares and hotel rates. March i've found is a decent time. Mid march you can usually score a decent fare and decent hotels. Weather will be clowdy and 55-60 or so. with the occasional sunny day.
But weather is almost irrelevant to amsterdam....every day is a party!

I've always gone in early November. Airfare prices from the US drop a bit starting Nov 1 along with hotel costs as it is the off season for travel to Europe. There are plenty of tourists there at this time of the year so I don't think I will ever go in the summer.

Went in mid Oct. Was surprised and delighted to have lovely T-shirt weather for a couple of days (around 19-20 degrees C). Chilly at night, though.

I just today priced travel in March...6th through 21st. Lufthansa had a 419.00 fare from DFW to AMS. I expect similar deals are available from where ever you are. But, the connection was through Frankfurt. A very long flight.
