One of my gimpie mates would like to now if you can hire out a moped..

That sounds like total carnage!!!

Normal bikes are bad enough to avoid when you are stoned let alone motorised ones!

also where can i rent a moped, im 19, i have no liscense but a provisional, never riden one before, would love to ride one round the dam

Don't do it. Someone will likely get hurt. The locals are bad enough and they at least know what they're doing roads wise.
