Tippelzone - withOUT a car

I want to try out the tippelzones in Utrecht and Den Haag, but:

what if I don't have a car? Do I HAVE to rent a car to do this?

I'm wondering if there are short-term car rentals over there? Can you just go by on your bicycle? are there places there to screw if you go there by bike?


Also, anyone know if the Utrecht boats are closed on Sunday? What are the hours of the boathouse area?
