Does it have a rld?

I havn't been there in almost 10 years, but as I remember, there is no RLD.
There were a few (3-4) windows in an alley off the main square, but I never saw them occupied. Granted, I wasn't out late at night.
Hoorn has a few good bars, and a tapas restarant that is great, but it is generally a very sleepy little town. Trains to Amsterdam are frequent, but they end about midnight.
