You didn't really make clear whether you're familiar with strip clubs or not (or, if you did, I forgot) so I write this with information that would be helpful to an international traveler who is hitting New Orleans, and American strip clubs, for the first time. Sorry if I'm telling you things that you already know. Herewith:
NOLa is not a monger's paradise at all. Sorry to disappoint, but, really, you should spend your energy and money on food and music. There are some serious scams going on, in which tourists get bilked / robbed / killed, so I caution you to avoid any under-the-table activities except those listed in the paragraphs below. In particular, street-walking women approach men who seem drunk, in the range of places from Bourbon Street stretching along Canal toward Broad street, and offer prostitution if the men will go to an ATM. Through ruses, and enforcement by violence, and the surprise arrival of tough-looking large men, these women then get your ATM card and PIN and withdraw everything they can from your accounts. Also, people offer to take you immediately north of the French Quarter into the housing project that abuts it (NOT a good neighborhood! learn to distinguish "private" housing from "public" housing and from "slum" or "abandoned" housing -- do not go to the wrong ones!) to sell them hip-hop CDs, drugs, and memorabilia. When they get you to the bad area, they kill you for the five dollars you have in your pocket. In addition, police officers are not particularly sympathetic to anyone who is caught with drug paraphernalia or drugs themselves, and will throw the book at you on those topics. The French Quarter, in specific, is carefully and well patrolled by responsible, polite officers, because the city fathers know that tourism is our only viable income, and therefore the tourist region is jealously and carefully guarded. But the borderlines are nearly invisible, and the switch from safe neighborhood to dangerous is nearly immediate. Out-of-towners are incredulous when we drive down Rampart and point at the "bad" neighborhood literally forty feet away from the "good" one, and even after careful tutelage, few who are not North American can even discern the dividing line, much less the signals of safety or danger. So, be careful. We are the per-capita murder center of all North America and, aside from certain specific war-torn or refugee-ridden areas in the developing world, we are also the per-capita human death center of the world. Yes. No lie. There is NO more dangerous city in the West to visit, outside of war or famine. NONE.
Now then, have fun! :) Here's the answers to your questions:
You'll find that there are some rather expensive strip-clubs (on the American model) on Bourbon Street, which are enjoyable for what they are, but which really only very seldom offer anything beyond the specifically identified experience: officially, that experience is supposed to be, and usually is, only, women getting naked on stage for one-dollar g-string tips; and then, if you choose, one of those women giving you clothed grinds in your lap for $30 or $40 per 2.5-minute rock song in a private or semi-private room; or, you can get a longer extended period with one girl for a price that adds up to less than the per-song rate, but the likelihood is, that you still will only receive clothed lap-grinding. Women who say that they will offer greater service in the strip clubs, are probably lying in order to get your money. You may find a few who actually do offer service, and probably at a much higher price than you would have paid in almost any other mongering locale. The "main" strip clubs that are ON Bourbon Street, plus the one ("Penthouse") just a few doors off Bourbon, on Iberville, I can recommend as strip clubs only. Available there, are eye-candy and expensive drinks (more later) only.
Further off of Bourbon Street, still in the French Quarter, are a few clubs near the intersection of Iberville and Chartres Streets. These are dangerous dive-type clubs, and if you're not "together" then you may, very likely, be "rolled" when you're in there; but if you do have street-smarts and are comfortable with "handling yourself" (no, not sexually!) among intimidating people, you can probably get a blow-job or sex for $200 to $400 from a physically average-to-unappealing woman there. I do not recommend these places at Iberville and Chartres.
There are some Asian "massage parlors" that provide full-service, if you know how to find them and where to go. I do recommend the following two. You will likely prefer to have access to a private car, in order to drive to these places, though taxi is (I guess) possible. One recommended place is called (gee what a surprise) "Asian Spa" and is on Canal Street between Broad and Claiborne, almost at the intersection of Dorgenois. (It's next door to a Midas Muffler automobile repair shop.) You can take a cab there from the French Quarter, probably safely, maybe. Another is called "Tokyo Modeling" and is at the intersection of Wilson (I think?) and Chef Menteur Highway, way out in East New Orleans. Don't take a cab, get a car. (Translator's note: for British readers, the previous sentence means, "Don't take the trip by means of merely a hackney taxi-cab; instead, hire an automobile which you can drive independently.") There are a few other Asian massage places that might be reliable, as well, all in East New Orleans, but I can recommend only those two, based on experience and on consistent reports on the usual internet finding aids. For full service, which might include a nice table-bath and maybe a massage, you will probably pay approximately $160 to $200 up front, depending on how you haggle (and you might have to do so only tacitly, by implication, since the girl may refuse to specify verbally any services for any price, for fear that you are an officer attempting to entrap her). I severely caution AGAINST going to any of the French-Quarter or Central-Business-District Asian "massage" places. But the Asian Spa on Canal, and Tokyo Modeling on Chef, have been reliable in the past. (Past performance is no guarantee of future results!)
Finally, there are two strip clubs "way out East" near Tokyo Modeling. First, there is Visions, which advertises itself as "where the locals go." This advertising campaign is mostly true -- the clientele are New Orleanians, whereas on Bourbon Street nearly all strip-club clientele are tourists. On weekdays, and early afternoons, some women at Visions are perhaps willing to offer more services than technically they should. Mostly, however, Visions is strictly a no-extras-service strip club -- though, I must add, a very enjoyable one, which I attend very often. If the subject comes up, then you can mention that the "younger guy with the pipe" sent you there. Visions usually only gets two clients who smoke pipes, so I guess that might be a fun thing to talk about. Stating that information won't get you anything but a shrug from the women or from the doorman, but at least you'll have something to talk about. Visions is on Downman Road, about a block north of Chef Menteur Highway. I enjoy it because the women are laid-back, and willing to interact with the customers on a less cash-for-time basis, than at the French Quarter clubs, where the women are essentially trying 100% of the time to maximize profit off of drunk tourists. At Visions, they'll hang out for a while, especially on off-nights and at off-hours. It's comfortable to chat.
The second "way out East" strip club is within a block of Visions, just a few doors south of it and on the other side of Downman. This place is called "Passions" and is a traditional North American "African American Shake Joint." Again, unless you have street smarts and feel very comfortable handling yourself in dangerous circumstances, I do not recommend that you go there, and certainly I do not recommend that you attend this place while drunk or while getting drunk (not only because you have to drive to get there!). The club is packed with African American women (of a wide range of skin tones) who "shake" for continual one-dollar tips, and many of whom will take you into a private plywood cubicle for rather cheap full-service or oral-service sexual activity. The clientele is nearly 100% gang-related, tough, young male African-American "thugs," who will perhaps dislike your presence in "their" club, but some of whom will acquiesce to it as long as "their" prostitutes are receiving your money. I don't say that I really like this club -- it feels very dirty and dangerous -- but it's a "classic American experience" in the sense that it is a lower-class, racially biased, probably gang-controlled location which stems out of the long history of Juke Joints and other tough hang-outs throughout the American South. You can get your rocks off there -- if you're willing to risk it.
With all strip clubs, including with those in the French Quarter, and with Visions and (to lesser extent) with Passions, the following apply: you'll be charged regularly for alcoholic drinks at a rather high price (relative to usual prices elsewhere in New Orleans), plus you'll be charged an entry fee at the door when you first arrive, plus it is considered normal at all strip clubs (and it is strictly enforced at Visions) that you tuck one-dollar in the garter or G-string of every dancer who comes by (generally it is appropriate to give to approximately 90% of the dancers the one-dollar tip, and also to give to the superlative 10% a second dollar tip after you've really appreciated them a bit more), plus it is considered normal that you buy an alcoholic drink for any dancer who is sitting with you for any significant time or whom you have proactively requested to sit with you for that time (generally, more than a single song would be a "significant time"), and that drink will be even more highly priced than your own, and it is considered normal that you can ask any dancer at any time for a private lap dance (prices above) but, if you choose not to have a lap-dance with a dancer if she asks, that she will be free to depart immediately from your company and go talk to other customers, regardless of whether you have recently spent money for tipping her, or whether you have bought her a drink recently, or whether she has finished that drink, or even tasted it.
In exchange for all these annoying and expensive restrictions, you maybe gain the opportunity to fondle their asses and waists while they stand next to you, as long as you are witty and can continue to attract them by the possibility that you might buy a lap dance from them after some more convincing from them. And, if you do go into the "back room" (either room is good at Visions; "upstairs" is where the rooms are, in most of the French Quarter clubs) you can expect that, during the lap dance, she will be topless, or perhaps even unclothed (except she might keep her shoes or hat on!), and that she will straddle you, sit in your lap, grind her crotch against yours in enjoyable and deft manners designed to stimulate Mister Happy, and that your hands can roam to almost anywhere on her naked body. She does this in increments of time measured by songs playing on the public music system. Generally "one song" costs either $30 or $40, and you can sometimes negotiate multiple-song-length discounts, either according to house rules about volume discount, or according to the dancer herself. Always negotiate before acquiescing to the service. At some strip clubs, you will not be allowed to touch her breasts, whether they are clothed or unclothed; at other strip clubs, it may be more normal for you to touch breasts, but be considered inappropriate for you to touch her vagina, or inappropriate for you to lick and suck on her nipples. She is unlikely to touch anything of yours, except perhaps through your completely secured, never opened or removed, clothing. At all clubs, the range of activities is determined loosely, client by client, mostly by the girl herself, though within the more strict limits which the club places on her options for behavior. In all cases, sometimes more money will get you more access, but often more money will get you nothing more than more time at the same annoying degree of limited access. Time is money; but more money is not likely to be more access or more services.
So, that's the story. Some strip clubs in the USA are simply fronts for brothels; some are very enjoyable "sex filled rooms" where, although little sexual service takes place, still the energy and the female beauty are both highly stimulating; some are fun bars where the girls, the clients, the staff, are all enjoying themselves and sexuality becomes for a brief time something that helps us relax rather than causes us to freak out and get uptight. Not so, generally, in New Orleans. Mostly, in New Orleans, mongering opportunities are limited to the sexless tourist shake-downs that happen in the French Quarter, or the rather sterile but reliable Asian places mentioned, plus Visions and Passions, each of which has its own disadvantages. I highly recommend my city for food, for music, for architecture, for "joie de vivre" (the Cajuns say "laissez les bons temps roulez!"), but not for mongering or drug use. Amsterdam it ain't.

Regarding reliable outcall in New Orleans, there are probably a few good internet escorts, but I guess they're not going to be found through the agencies on the internet. Instead, it's just individual by individual, as I recall, and you should check each girl's personal internet-escorting website, against her internet reviews at various places. I find it helpful to search by both the city, New Orleans, and by the telephone area codes -- 504, 985, 228, 225 -- and also to try to include the Mississippi Gulf Coast area (Biloxi, Gulfport, Pascagoula) verbally into my search. You can probably find a few good escorts at roughly $200 or $300 an hour if you do your research. There's one long-haired blonde spinner who's caught my eye, but I've never used an "escort" type of escort ever in New Orleans. Always back-rooms at the mentioned strip clubs, or nothing. I caution you against the agency Christopher's Cuties (several websites) because, although a few of the girls are reliably well reviewed, the agency as a whole has a habit of executing the typical bait-and-switch or money-and-run scams with many of their other girls, especially when it's tourists / hotel rooms that they're bilking. Several other New Orleans agencies on the internet are also equally unreliable, or even perhaps dangerous, as I recall, from reading the many reviews over time. Solo escorts are the way to go for our city. But which ones? I dunno ...
