Don't know about cheapest but I hear (and read) good things about Grey Area but its usually got a massive queue or shut. Greenhouse and Green Place have great hash usually. Barneys too. There is so much choice and so many Coffee Shops you will find something you like at a decent price. Having said that I haven't seen any light Leb for a long time.

Rusland and Katsu have the cheapest hash I have seen,
20 Euro for the 5 gram deal.
Remarkable, when you consider that many shops have hash for 13-15 Euro a gram.
