I just got back from Maastricht and can tell ya for a fact that many shops are closed. However the few that remain open will not allow anyone other than Dutch residents. I tried at two shops and they were very apologetic but affirmed that they could not sell to me. That being said gear is available without having to buy from shady street dealers. I am not going to give away the sources but its not difficult to buy top quality stuff at the same coffeeshop prices.

This visit I encountered no street dealers at all and it seems there is more of a police presence than in the past. The police are not out looking to bust Americans who are in posession or smoking. They are there to ensure that street dealers remain on the run.
