Limiting out of state buyers to quantities equivalent to 5-10 joints in a single purchase hardly seems like a burden. I think it's more about reducing the amount folks attempt to take out of the state than anything.

I suspect this will be like legalized gambling. Once a state legalizes the neighboring states will want to get in on the taxation game, and a domino effect will create more and more legalization across the country.
