I tend to follow the Dutch news fairly close and this issue has gotten real quiet since it was first proposed back in the summer. As I recall it was to be implemented on January 1 and at that point coffeeshops in Maastricht would require customers to display a membership card which would essentially be available only to Dutch citizens. The whole mess seemed to be a cluster f**k waiting to happen.
